The Tororo Deputy Resident District Commissioner, Albert Amula, has cautioned those tasked with the responsibilities of implementing the Parish Development Model (PDM) against extortion.

He made the statement while opening the training session for Gombolola Internal Security Officers, GISOs from Tororo, Butaleja, and Busia districts at the Linkway Hotel, Tororo District, on June 21, 2024.

Amula applauded the Internal Security Officers’ dedication and emphasized the critical role they play in ensuring community safety through the monitoring and implementation of programs.

The Deputy RDC emphasized the importance of the Parish Development Model (PDM), which is aimed at uplifting communities.

He highlighted that PDM, aimed at integrating 39% of the population into the money economy, demands commitment and flawless execution.

Under the PDM, the government intends to move 3.5 million households in the subsistence economy to the money economy by investing about Shs1 trillion every financial year.

Lt. Gilbert Ninsiima reiterated the government’s commitment to poverty alleviation through various programs initiated by the President.

He emphasized that PDM is key because it directly impacts the targeted Ugandans at the parish level, emphasizing the need for a comprehensive understanding of its various components beyond financial inclusion.

The PDM pillars include financial inclusion, infrastructure, and economic services; agricultural value chain development; a parish-based management information system; social services; community mobilization; mindset change; and governance.

Stephen Kagenya, the Regional Internal Security Officer, emphasized the need for the success of the ongoing ZAIDI operation, stressing collective efforts to achieve objectives without fail.

He raised concerns over financial allocations and their effectiveness, urging thorough scrutiny and accountability to ensure tangible results.

The RDC said that Tororo authorities had apprehended four individuals from the Parish Development Committee involved in extorting money from PDM beneficiaries, demonstrating proactive measures to curb malpractice.

Acknowledgment was also extended to the DISOS in Tororo for their diligent efforts in addressing operational challenges.

He called for unified efforts and vigilance among GISOs to uphold the integrity of PDM and ensure its successful implementation.
