State Attorney Sam Tusubira Granted Bail

The Anti-Corruption Court has granted Shs10 million cash bail to Sam Tusubira, a State Attorney with the Ministry of Justice and Constitutional Affairs. Tusubira is accused of soliciting a Shs100 million bribe from a litigant in a land case.

The 33-year-old government lawyer was released by Grade One Magistrate Esther Asiimwe after presenting substantial sureties. The presiding magistrate ordered his sureties to execute a non-cash bond of Shs50 million as security to ensure his return to court on September 19, 2024, for mention of the case.

Prosecution alleges that Tusubira, while representing the government in court, demanded a Shs100 million bribe from Ronald Yawe. Yawe had sued the Ministry of Lands and the Attorney General over the irregular cancellation of his land title.

The court heard that on December 22, 2023, in Kampala, Tusubira requested Shs100 million and received Shs43,660,000 as a facilitation fee to secure the Attorney General’s consent for the land matter Yawe had filed in the Luweero High Court.

Prosecution, led by Teopista Nnam and Viola Tusingwire, further accuses their colleague of receiving multiple bribes to handle Yawe’s land case between October 2, 2023, and January 23, 2024, in Kampala.

The state lawyer was arrested following a complaint by Yawe to the Attorney General’s Chambers. Yawe accused Tusubira of misconduct, claiming the lawyer had stopped answering his calls after receiving the money, instead of assisting him in getting compensation.
